The following message is posted on their website.

Because it is a "free" site and requires no credit card (a sometimes accepted form of proof the bearer is 18 or older) I've heard rumors similar sites may start charging a dollar to join or some such, similar to the way paypal did when they started up.
If I recall correctly, they took a dollar and refunded it which verified your account and your age.
